But that doesn't give Fulmer the authority to "block" anything. The AD has power, but the authority to override is up the chain.
The Barnes situation was that policy in action. If Boyd thinks a certain move is the right one, he has the power to make it. If he wants to use booster money to fire and hire, he can make that call. He can also decide to support his AD, if he thinks that's in the best interest of the university. He has broader responsibilities and greater authority than the AD. That's the bottom line.
