Are we sure it has to be in person or just viewed in some way? Clarksville paper wrote an article on this:
"Per state law, those violations must be validated by a sworn officer of the law.
CPD Lt. Vincent Lewis, traffic unit commander, says that's exactly what happens.
"The No. 1 misconception is that Redflex is issuing a citation," he said. "Every single video has to be reviewed and validated by a sworn police officer."
As Lewis points out, if there are any questions about the violation — due to a blurry camera image, bad weather, the plates not matching up or any number of other reasons — the citation is voided."
On the other hand, they go on to basically say there is rarely any consequence to non-payment. Going to collections seems like the only possibility.
Very odd. A citation they really don't care about enforcing.
