You wouldn't be turning it down though...you'd be using it to spinoff and get new (cheaper) talent so you keep more of the money.
GoT basically got big and the budget expanded and the talent cost followed. It's why the locations, story, and post production all suffered (less money and quicker turn around).
Those all certainly helped its downfall but where the show really suffered was when it caught up to Martins writing. That’s when you started to see the turn but it was also the creators wanting to get out and go do Star Wars which is why that final season felt so rushed. Also See the spoiler below.
If you’re going to turn Dany into the mad queen, we needed to see more of that internal struggle. She lost people that were close to her and important for keeping her grounded but at the end, she felt like she was losing grip on her rightful place on the thrown and that she was losing trust in the people around her.. and it drove her mad. BUT we didn’t see enough of that. We needed to really feel that tide change over another full season where it becomes an internal turmoil of the viewer and them recognizing the signs of the change in Dany. Instead it was rushed and you still had a large portion of the viewership that viewed her in such a good light that it was too much too soon. That ending and that change in Dany just needed more time to really have the viewer go “****, I hate that it’s come to this but it’s needed”and THAT was my biggest issue with the ending.

Yeah the Dany storyline essentially went to ish when they decided to rush things. There was also a major name in the books and a storyline that was working with Dany they totally removed from the series. Which I actually believe would have helped push the change you mention in your spoiler.
Yeah that Florida run, the defender had the angle on him and he knew he wasn't going to outrun him. Small isn't the fastest back, no knock to him. Sampson or even Wright and soon to be Seldon might have taken that to the house.
