He is a solid player but just not explosive enough to be a 1 or 2 type of a receiver yet.

No. He'd be third in targets/touches on Miami but he's at best 5th on SF right now. Miami doesn't use TEs in the passing game like sf does. He essentially takes the place of Kittle in Miami.
