There is no rule that says you have to wrap up. The rule says no contact to head/neck and no leading with the helmet.

You don't have to be so defensive. I didn't say that. But the rules are being put in place to eliminate hits that will cause more head/neck injuries. Even that kind of hit can cause a guy to get whiplash or hit his head in the ground. Not my rules, but it's what they are doing. The defender did "wind up" a bit but he hit the chest. Didn't say it was a bad call, but it's the way football is going.
