The case for reparations always comes down to these two questions, imo:
From whom?
To whom?
In principal, I don't disagree with the idea of reparations, but I don't think being white or black in America is a sufficient condition to be liable or owed respectively. White Americans who are not descended from slave owners owe precisely nothing, imo. And similarly, black Americans who are not descended from slavery are owed precisely nothing. In the case of the government being the ones to disperse payment, how do they determine every American's genealogy in order to be able to levy a tax on them or give them a tax credit? Seems like there is not a good answer that wouldn't also be a profound constitutional overreach.
