Yep. They don't like the condition of their state so they move to Nevada or Arizona or wherever, and when they get there they push the same policies in those states. They see no connection between the policies they push and the condition of the state.

I'm not saying I'm for it or whether it's a good idea or not but it's not the first time a government has offered amnesty and incentives to criminals.

From what I understand in this case is the police know who numerous shooters are but no one will testify against them out of fear. It is also not just a matter of handing them money and saying "don't shoot anyone tonight". They have to renounce their gangs, go through a rehab program and gain employment. If they were just shooting each other I would say give them free ammo but they're killing a lot of innocent people.

One thing is for sure, nothing they've done in the last half century has done any good.
