You're a little of course, here. First of all, the state governments shut down. So, the state (not the federal) is responsible if reimbursement is warranted. Secondly, I don't find in the Constitution where the g Government has a duty or obligation to guarantee people remain financially unaffected; even in times of emergency. Third, the federal government cannot 'give money' to one group without taking from another. In this case, the people on the hook are not even eligible to vote...they are our kids, grandkids, and great grandkids.
