Yep pretty much. The most plausible explanation is the primary attack which was a Hellfire took out the target with no collateral damage. But that set off a large secondary fueled by the IED in the car which of course resulted in a much larger lethality radius than the very precise Hellfire.

The DoD looked by morons by making a hasty initial claim of no casualties after making note of a large secondary explosion.
