I've heard that WNBA putting a franchise in a city that does currently NOT have an NBA team is the NBA testing the waters to potentially move the Grizzlies out of Memphis to Nash-Vegas.

According to Haslam and O'Connell, the WNBA bid is not contingent on any commitment — financial or otherwise — from the city.
"There's a high level of credibility and a deep understanding of the quality of partnership," O'Connell said of the potential future between the city and Haslam.

Could just be what he might say in exploratory discussions, but it sounds to me like Haslam may be suggesting taxpayers wouldn't be asked to pony up, and that would surely be attractive to WNBA leadership to know that all the political stuff could be avoided.
