Point is people take advantage and he had no way of knowing if she was rightfully using the pool. The resident she was visiting was not there to vouch for her and he was not shown a "pool pass" which evidently she had but didn't show him.

Sounds to me like she stirred up some sh!+ she didn't have to and succeeded in hiding from the stench.
