Jolene is coming down on the husband, but remember Red is keeping tabs on him for some reason. Does she work for or against Reddington?

My best guess is he's a foreign agent in deep cover. The FBI didn't know who he was and neither did the CIA chic that's working for the FBI. He was with Keen well before Red came out of hiding so I'm not quite sure what his mission is. She was a fresh agent out of training so is his mission just to monitor her and gather info? To eventually get to Red?
