Allegedly, the whistleblower's complaint involves more than just one phone call. The whistleblower's complaint will have to be handed over to the House and Senate Intelligence Committees. It is the law. The Senate just unanimously supported a resolution by Chuck Schumer calling for it.

It's following the Mueller report strategy. They released Barr's summary ahead of the report itself, so that allowed the Fox News and online spin doctors to get out in front with their narrative and label it a "nothing burger"... and that is done to take away the sting of anything politically damaging to Trump... and so his supporters wont pay attention to the whistleblower's actual complaint. Most of Trump's most ardent supporters never read the Mueller report itself, just the Barr summary.
