If the whistleblower refers to what he heard from others, you simply bring them in and question them under oath as to whether they said it, bearing in mind you are going to check other resources to see if they are being truthful. Happens all the time.

I was about 24-25 years old, and watched every minute of the Watergate hearings, so I doubt that you can tell me a whole lot about it.

A good argument can be made that Trump's confession so far is more than enough. He asked a foreign power to help him get dirt on a political rival. But that probably won't fly with the American people.

If in tandem with that request we see that the military aid was hung up for that purpose, I think it might well be enough. A quid pro quo offer does not have to be express. It can be inferred from the circumstances, which as far as we known right now are damning, particilarly as to the timing of it all.
