Of course, 40% of the country thinks this is a smoking gun and the other 40% thinks it's a nothing burger and they would both immediately flip flop if the president's party changed.
It's definitely enough to pursue an inquiry but it's probably not enough to get further than that.
Memo was released by Trump/White House that is a "transcipt-ish" version of what was said during the phone call. Nothing in it that's overtly quid-pro-quo or particularly damning unless you believe that the act alone of soliciting help of a foreign nation for dirt on a political rival is the 'smoking gun'
If the Dem's have a chance of impeaching, they better have more than that memo. Frankly, that seems likely - since Pelosi is wiley'er than making this kind of titanic mistake - my guess is she knows more about the whistleblowers story than has been released. But that's just my speculation.

He/She didn't follow the formal "whistleblower" protocol though.... neither did Edward Snowden. This particular person, whoever it is, did at least follow the guidelines laid out by the intelligence community, for a person wishing to report irregular or illegal activity from a superior, and who is fearful of reprisal or repercussions to themselves or to their careers.Little Miss Bradley Manning claimed to be a whistleblower rather than a leaker, too.
