It isn’t a penalty to face guard a WR as long as contact isn’t made. However, the DB is more likely to be flagged if he makes any contact, even if minor.

Any decent receiver, unless they're sure they have the catch, that sees you not looking for the ball and just faceguarding will "drift" toward you...... and rack up the penalty.
