Not required for targeting…one of the reasons I don’t like the rule. Lead with the crown of your helmet and it’s targeting…
Honestly, by that definition they could call it targeting if you lead with the crown of the helmet and hit the player in the thigh, or hip, or buttocks. Poorly written.
 
For you guys who dislike rules against lowering your head, even into someone's chest, you might want to check out Tua lowering his head and hitting Hamlin.

It might be the last hit Tua ever takes. It's dangerous to lead with your head as a runner or when tackling.

So how do you go low without leading with your head? He went at the carrier’s hips and the carrier lowered into him.
