The rule isn't meant to "punish" the lions. It was meant to ensure that they do not get an unfair advantage of a free timeout.
Let's assume that they called the player down correctly initially. If they don't stop the clock for review the lions have a maximum of 6 seconds to get a play off. Considering it was 4th down and that they needed to run a play, it would be incredibly unlikely that the lions would have been able to get a play off within that span without any illegal formation.
So if we did not do a 10 second runoff, the lions would essentially get a free timeout they did not deserve. The goal of the rule is for the team to not get an unfair advantage by getting a free stoppage in time.
The Lions very well could have won that game, should they have won that game? Probably not. The Falcons were the superior team outside of a couple flukey dropped passes turned interceptions.
