A catcher would call time out and go talk to his pitcher about doing a slide step or adjusting to get to plate quicker. If the current catcher had a stronger arm he would throw it down to first to keep the runners honest. Some of it may be on the pitcher but it’s also on the catcher.If a pitcher is slow to the plate it doesn't matter. Pudge Rodriquez isn't throwing them out.
Those bases being stolen were totally on the pitcher, Dollander attempted to hold or pick the runner how many times? High school kids know about the slide stride but many elevate the ball and don't trust it.
