If you are given control of a project and explicitly directed to do it in a certain manner, then you are directed how to do the job rather than delegated a job to perform. We have three branches of government; the administrative branch is not subservient to the legislative branch ... that's not how it works. It is not the scope of congress to direct how the administration functions in detail.
