For the most part, HOAs are toothless organizations which fail to plan for capital expenditures and generally screw up maintenance contracts for common areas. "Officers" are often joiners with low self-esteem and/or the powerless yearning to exercise any form of power. The real problem with HOAs is when they harm you or your property. Civil courts seldom compel them to appearance or action - delay after delay after delay, compounding attorney's fees... The judicial system should have seminars on holding them accountable.

Still, imagine the headaches of NYC coops...
