I didn't watch. Did Gates make any distinction between the "institutions" and the "bureaucracy"?
To me:No but he was more than candid about his own failings in foreign policy. Was disgusted at the Afghanistan withdrawal debacle and didn't make any misgivings about not being a fan of Trump or Biden.
He mentioned that his strongest belief is in a strong, well funded military and that our biggest threat is China and they're making trade alliances with countries all over the globe.

I'll say it again; Joe Biden was the best the Democrats could trot out there.....and he is a stone cold loser.
