And it is absolutely correct answer... therefore the focus tax policy should be efficiency and effectiveness.
The "Fair Tax" or some other indirect tax (as the founders very wisely proscribed) would do the least economic harm, provide for the most "fair" distribution of wealth, and most efficiently provide revenue to the gov't.
