From what I’ve heard, yes he is 100% a Vol, but recruiting is recruiting, and top teams are still top teams ($$$)

He said he has kept an eye on them so far this season, and he likes what he has seen from them on the field under first-year coach Josh Heupel’s staff.
“I feel like they’re stepping up from last year,” Nolen said before Tennessee’s 62-24 win over Missouri on Saturday. “I mean, there’s some big improvements. On the defensive (side of the) ball especially, I feel like they’ve been playing way better than they were last year.”
Nolen said he’s still hearing from the Vols on “pretty much” a daily basis, led by Heupel and defensive line coach Rodney Garner.
If it ain’t Coach Heupel, then it’s Coach Garner pretty much every day,” Nolen said.
His timeline for a decision remains uncertain at this point. He hinted in a post on his Twitter account in late August that he might be close to committing. He remains uncommitted more than a month later, but he said it’s still not out of the question that he could announce his college choice in the near future.
“It’s coming,” Nolen said.

I know you have your people up there, but I am confident in saying Walter Nolen is not a 100% lock to UT. I think we end up with him at the moment but he isn't a lock anywhere.
I'm not questioning you or your sources because you have proven success. I just don't think a top 3 recruit who hasn't had one consistent top schools list is a lock anywhereI already knew where the kid was transferring before others did.
