Comey actually said she was guilty, but overstepped his bounds by recommending not to bring charges because he didn't think she meant any harm by it--which was not a part of the statute she broke;.

He most certainly did. He laid out a lead-pipe cinch case, and then overstepped his bounds by publicly exonerating her. Your understanding of American politics is horrific.
