Unfortunately, this is not terribly uncommon. I always had to remind our ediscovery administrator to re-ocr redacted documents so we would not be producing redacted info in the text files.

Yes, I have a feeling this is not polling data released to the public. More than likely this is the very specific data that campaigns pay handsomely for and keep secret for strategic reasons. The type of stuff you only share with someone who's going to use it to assist the campaign.
