Burke will be in the 3-hole.

Maybe so. But he struck out 40% of his at bats. Not good for a three hole hitter. Moore struck out 32% of the time. Still not good, but he's a right hand bat following the two lefties and in front of lefty Dickey. I oculd see Backus or Denton or Alexander (or Skenes) there also.

Well won't be Alexander..
 
What about C Scott? Going off of last year’s playing time he will beat out someone

I could see him in CF as a starter if he hits better than he did last year (200 avg). He was 8 of ten SB, so that part is good for a lead-off man. Booker didn't hit much better, but he was injured and had very limited AB's.

Maybe the NCAA is purposely trying to take from the rich to even the playing field.

Well, the draft date is determined by MLB. They used to hold it earlier on while the NCAA baseball season was still happening, which brought separate problems. I believe they moved it back the last few years to make it coincide with the all-star game and increase viewership. Based on the calendar of the NCAA baseball season, there may not be an ideal time for the draft.
