Probably so they could write tickets to supplement city income.

May have started out as wanting to give some elected official’s dopey kid a job with a steady paycheck. Not a whole lot of those in places like Wise County.

It’s also not the county seat in a county that’s geographically adverse to centralized law enforcement.

Sounds like they were up to some Shenanigans.
Take a township the size of Townsend. They have a chief and two full, and one part time officer. So, to get rid of the “entire” department wouldnt mean a whole lot.

I’d guess this paragraph from the article points to root cause of the issue.

Well Pound, VA is basically eastern KY. Not the sharpest knives over there.
