When someone hired to protect the public suddenly has a quota in place I would have to say their job is no longer about protecting the public.

Agreed. It's about a money scam. Red light cameras are no different. The 'safety' argument for them is crap. They are nothing more than a revenue generating venture that cities have nothing invested and turn pure profit while the company, usually Red-Flex, keeps 80% of the 'fine' for their profit. Kinda similar to the military-industrial complex Eisenhower warned about in 1960 in many respects.

The quota system is total garbage. Luckily, lots of departments are realizing how ridiculous it is and are doing away with it.
