It's both but considering CA/AZ produce 90% or more of our vegetables I think the agriculture operations would take greater priority.
California is one of the largest producers of almonds and pistachios in the world. Each of those trees takes a gallon of water to produce a single nut and they have millions of acres of them. And they ship a lot of them overseas. So they're depleting a river basin that doesn't flow through their state to supply China with nuts. Good use of finite resources. They should have figured out desalination plants ages ago.

I wonder what caused the droughts in the southwest prior to the Industrial Age?

American made Conestoga wagons and things like that. You know, American Pre-Industrial Racism.

I've always asked the question, "What if our civilization had arose right after the Last Glacial Maximum?" Can you imagine the freak-out happening because Minnesota is suddenly not going to be covered in ice a mile thick? Al Gore would be apoplectic.

LOL. I like this one, but it's actually Lake Mead (although Powell is now a puddle as well).
I've heard that that's what the left coasters want to do, plumb the Mississippi to the wacko left coast to fix their water problem. You know, we need to help them water the desert and all, so their garden doesn't die.

California knew they needed reservoirs for their exploding population and did nothing.
