Saying there were shutdowns under Trump and saying Trump shutdown the country are two separate things. These governors and mayors are what shutdown the country. To his credit, Trump made it very clear that he couldn't shutdown based on the 10th Amendment.There were absolutely shutdowns under Trump and he signed on to hand out trillions in free money

Hospitals had staffing shortages long before COVID. You are not gong to fix the staffing issues with more COVID measures, but with more people graduating from nursing and med school. And vaccines are not the only alternative.
