Slightly off topic, I've never fully understood why Ole Miss hasn't been a better program. That state produces a solid number of high quality players, in addition to being well-represented in west TN. There also seems to be a lot of money flowing through the school. Yet they haven't been any good for about 40 years now.
I've always said the same thing about South Carolina. They've got no tradition, but they've got money, facilities, a decent recruiting base, nice campus in a metro area and nice weather.

I tried to factor in program history, facilities, conference, and present state. Either way, it was pretty much a crap shoot at the end of the list because its hard to really say, for instance, if Penn State is a better job than Florida State.

I saved Tennessee for the end and simply went down the list and said, "Is the Tennessee job better than this one?"

Washington and BYU top 25?
Hard to see from out east, but BYU can cherry pick anybody who is Mormon, and they actually do make for some really solid athletes now and then (for white folks anyways). And if they come calling, you don't turn them down. That would be akin to an all-state Catholic kid from PA or wherever turning down Ara Parseghian in the late 60's. A Mormon kid turning down a football scholarship from BYU to play elsewhere without a damned good reason would nearly literally get shunned by his church community.

I honestly wouldn't want to be recruiting anyone to Washington or Iowa.
Ever been to UDub's campus? It's stunningly beautiful, and basically in downtown Seattle. I'm still bummed I couldn't afford the $30-someodd-thousand a year in tuition.

All the lists in this thread are very debatable...IMO One thing is not..No way Miami is a better job than UT...No way..

The only thing that UT has on Miami is facilities, which is very big but still.

I think there are several important factors that go into maintaining a premier program that are not so fluid.

1) History. This is important for laying the foundation for a large fan base. Notre Dame has done nothing for 20+ years, but still has a huge name and a huge draw because they were consistently contending for over 50 years.

2) A local talent base. A few states churn out over a full roster of D-1 talent every single year, and a lot only have a handful of players. To use but one example, Nebraska has the history but not the in-state talent base.

3) A lack of competition for local talent. Nearly every state has at least two BCS conference schools and a fan base that divides down those lines. If a kid is being recruited by both, he'd have an inherent bias of some degree toward the school that he grew up a fan of.

With these in mind, I believe that Ohio State is far and away the premier D-1 job in the country. I base this on the following.
- From a historical standpoint, OSU hasn't really gone through any eras that could be classified as "down". Therefore, they were never losing fans to other teams that were going through success at the same time as an OSU decline.
- Local talent. Ohio has 715 high schools that play football. How much talent is there? Ohio has OSU and Cincinnati as BCS schools, several MAC schools, several D-2 and NAIA schools, and a ton of D-3 schools. Mount Union takes the kids who have passed through several levels unnoticed and has built the greatest program in D-3 history by a sizable margin.
- Lack of competition. Nearly every kid growing up in Ohio is raised an OSU fan, and even if his parents or family attended, say, Bowling Green, they're still OSU fans first and BGSU fans second. And since Cincinnati and most of the MAC schools have always sucked, there's no real competition.
- And one additional variable: location. Ohio State is in Columbus, which is centrally located. From my place just northeast of Columbus, I can jump in my car and be within three hours of literally any point in the state.

Keep in mind that I hate Ohio State, so I'm gagging as I extol the virtues of what makes it such a great job.

Miami is iffy, but one could argue it because of the talent level local to south Florida vs. east Tennessee.

I can agree with Georgia. Similarly passionate fanbases, tradition, multiple national titles, and you can look to the first half of this last decade as evidence of what happens when a good recruiter puts the state's HS talent on lockdown.

Tradition and facilities are great for Tennessee, but fact is there is a distinct lack of local talent that only UT, Vandy and Kentucky have to deal with.

1980, is that not the only one? Tennessee is miles ahead of UGA. GT is even better than UGA.

The state of Washington usually produces a few studs and plenty of decent players. Not only that, they could promise California recruits at least one game a year in their hometown region (at least up until next year).

It's more than just facilities...IMO having 27,000 fans show up in a 70,000 seat stadium (which is 20 miles away from campus) shows the level of support for Miami...And for an in-state rival game that is your season finale speaks volumes...As long as Shalala and Hocutt are there, Miami will not be a top tier job and until they solve the stadium and facilities problem, they will struggle to be relevant in the ACC, much less on a national level...Anybody who thinks Miami is a better job than UT is just being illogical..JMO

I can't. I'm not yet 24 and can't claim independence for student loans, and my dad, who's semi-retired and sitting on a mint (and not giving me a dime for anything except car insurance), and mom who hasn't filed taxes in like eight years keep me from qualifying for more than $1500-ish a year in loans. Add to that my being a white kid from the suburbs with solid but not outstanding grades, and I'm pretty much c-blocked from all sorts of aid and scholarships, and don't have any other option than to attend this giant, under-funded commuter school that's a step and a half above community college, even though I've been admitted to a number of much, much better state schools all over the western US.
