It doesn't have to actually be spent
The point is this is driven by them not some great concern for our defense. The US is doing their part but others need to start buying more bombs too. Definitely need to invest in more war
As far as the Germans go I wouldn't even start with bombs. I would start with a basic maintenance plan so they don't have to abandon troop carriers in Turkey. It doesn't have to actually be spent

You can't have NATO screaming about the big Russian bear while not carrying their share of defense.
Without NATO, would the US come to the aid of GB of they're attacked?
Should we be contractually obligated to defend Turkey in the event they're attacked?
I don’t think we should , but we probably would anyway . The big question I’ve always had and will have because it’s so unlikely to happen is .. Besides Israel and maybe GB would the others come to our aid if we were attacked by say China ?
I would bet there is some behind the scenes strategic war plans that go on at NATO. So there is probably some benefit that is never seen outside of Top Secret rooms. The UN on the other hand is as useless as a bartender with voting power in congress. It's about as useful as the UN at this point. I don't see why we continue to prop it up without any tangible benefit
