Imo, it's just been a bad product since the split.
Smackdown has been very good. Usually entertained (except the tag division) across the board.
Something I noticed is RAW has to have longer promos which kills (for example) the women. Bliss/Lynch can do a five minute promo and cover their weaknesses better than when you go 10-15 minutes with Charlotte and Bayley (like two weeks ago which was cringe worthy).
I think other than Jericho/Owens, RAW has just been bad booking decision and bad content. Going into WM the only thing I care about is Jericho/Owens and kind of Taker/Reigns, the latter being the fan revolt we are going to see when Reigns goes over
Honestly, those promos are a big part of the RAW problem across the board. Even The List could/would get old ten minutes in. With Bayley and Charlotte being awful at even ten second spots, they get magnified when the promos go so long.
The twenty minute opening segments are absolutely unbearable to me, regardless of who they trot out there. Just too long.

So what if Brock wins? He's erased what Goldberg did to him and is the unstoppable force once again? I think that's how WWE wants it to look, but there's just one thing. Goldberg won at WM 20, Survivor Series, and made Brock look like a punk at the Rumble. Goldberg wins 3-1.
