The problem with this of course is that most of these towns are podunk when the university is shut down. This is the reason Knoxville is so low while Nashville and Memphis are so high. Knoxville is nothing when the university is shut down all year. There's nobody to get sick with the exception of a couple of those big cities.

Also the biggest threat from infections at universities isn't to the kids its to the faculty and staff. Its even more so a risk to the families and loved ones when the kids take the virus back home with them on break.
