I think Heaps is more of a statement recruit by Kiffin. Kiffin mentioned Heaps not to long after he got into UT office(more important than the presidential office) Kiffin wants to show Vol fans that he gets what he wants.

I don't know why Reaves would still be out there. The coaches can't have direct contact with the recruits so it's not like he is learning the kid's life story. Something doesn't add up with that.

I think they meant he is still in Washington with Heaps rather then just on the West Coast.
