Heaps is more polished, no question, but he did stare at his target some too. I did see him look of the safety and check down to his #2 or 3 reciever as earlier said. One worry I have of him is that all of his snaps were from the shotgun so we have nothing to see how he looks when he is under center. Heaps' balls were on target and very well thrown. I really liked how he squared his shoulders to the line of scrimmage when he was rolling out. Scroggins has more potential then Heaps tho. I too saw Scroggins check down multiple times. There was some video of Scroggins under center and he looked comfortable, so no worries there. My worry about Scroggins is that there were some passes that he threw that would have been intercepted (the long out route for example). Scroggins' passes were off target some on is deep ball, but he allowed his reciever time to run under it. Overall, I would give the lead to Heaps, but Scroggins is a very close second. Thats JMO.
Note: Matt Barkley didnt throw in ANY of his combines last year before his senior year because he felt he wasnt at his best. Heaps did and wasnt at his best thus his ranking dropped. IMO this is why Heaps is rated so low, but once the season starts, look for Heaps to rise in the rankings.
