The clock is supposed to stop the instant it touches anything out of bounds, not just the ground. The ball is dead after touching the ground, a person, a railing, bleachers, etc. not just the ground. And when you watch it in slow motion, there is clearly 1 second left when the ball hits someone out of bounds.
