A player doesn’t have to be defenseless for it to be targeting. How many times have we seen this called where it’s contact to the head of a player and they aren’t defenseless, yet it’s still targeting

My issue with the targeting penalty is the referees and instant replay's varying versions of what is actually considered targeting.
