What's the deal with an uncomittable offer? By definition an offer is committable under contract law. Its an oxymoron. If I were a recruit and a school "offered" me a scholarship that I could not take, I'd take it as an affront.
There are contingent offers. It improves the relationship with the recruits who you might want to like and pick you later. They can then list you on Rivals. It's good for bragging rights and goodwill. At least that is my perception of the process.
