Apparently only official visits and financial aid agreements would count. Assuming he didn't ov, he may be a blueshirt.
Jackson was recruited. He took an OV to UT and CZA recruited him at his Juco. That is when he noticed J. Johnson as well and offered him.
Do we know for a fact it was an ov and not an unofficial? I remember in December and January we had a lot of kids who had been committed for months, who were just then taking their ov.
And CZA visiting his school doesn't count as directly recruiting him. We have college coaches at our Hs all the time, doesn't mean they are recruiting the entire team.
Guys, the media has said "Walk-on". That is what it is going to be if it happens. He took an official visit, was a commit... he's as "recruited" as you can possibly be.
His 247 timeline lists him taking an OV in Aug. It also states CZA "evaluated" Jackson at his Juco. It does not say CZA stopped by the juco to look at the team. He stopped there to specifically see Jackson. IMO the kid would be considered "recruited" by Tennessee.
I agree with the official visit, but being a "commit" doesn't qualify you as being recruited. I've been committed for 25 years, yet no one has ever came close to recruiting me.

Coaches can see a kid unlimited times at their school. There is nothing that says if a coach evaluates a kid then the kid is a recruit. If his official was an ov, then yes, he's a recruit.

well, there goes that option. Still though, he should be able to walk on and then earn a scholarship. I'm not even certain as to how that would differ from a blueshirt.
Actions that cause a prospective student-athlete to become recruited include, but are not limited to:
* providing a prospective student-athlete with an official visit (i.e., a visit to an institution's campus financed in whole or in part by the institution);
* having an arranged, in-person, off-campus encounter with the prospective student-athlete and/or the prospective student-athlete's parents/legal guardians or relatives;
* initiating or arranging telephone contact with the prospective student-athlete, the prospective student-athlete's relatives or legal guardian(s) on more than one occasion for the purpose of recruitment; or
* issuing a National Letter of Intent to the prospective student-athlete.
