I think it's the lazy rating thing that Rivals does also. When a kid commits but wasn't previously rated they slap a 2 or 3 star on and then in their next update they likely get a bump. IMO

Have to concur with Ryan here. Vols are in it for some top cornerbacks, and while I love Shelley as a playmaker he is not near as physically ready as some of the other targets on their board. This is where twitter puts colleges in a tough situation publicly. They obviously like Shelley and have to make a tough decision whether or not to take him now or not.

BTW I thought I rated Shelley long time ago but it must have not updated in system. It should be on his timeline now and will update on his profile soon.

No, an 88 on 247 is a high 3 star. Like a 5.7 on Rivals.

Being instate, I hope it is Ugo. Like Ron mentioned, he may not want to wait around and enjoy the process. There are several quality CBs liking the Vols right now. No time like the present to lock up your spot.
