If they have 85 guys on scholarship, they would need 25 guys to go off scholarship by graduating, going early to the NFL, or transferring. That's not going to happen this year as the team is freshman and sophomore heavy. A blue shirt still counts toward the 85 man roster as soon as he starts working out with the team. He just counts forward to the next signing class if he doesn't get his scholarship until fall classes start.

The way I think of a Blueshirt, is that it is a Walk-On whose put on scholarship during his 1st academic year on campus, and with that scholarship being given, it has to be reflected upon the next incoming class.
