Would be an interesting discussion.
Top tier:
Manning
Holloway
Shuler
Martin (Win Natty = make list imo)
A. Kelly
C. Clausen
B. Scott
Probably next tier:
Ainge
T. Robinson (wish he'd have stayed clean)
Dewey Warren (The Swamp Rat)
Jeff Francis (Not a personal fav but a decent qb on some mediocre teams)
Could probably be talked into shuffling the list a tad but I think those are the names. Tyler Bray... amazing arm, great stats, head full of gravel.
Dobbs could very well make this list if he starts 2 more seasons and the upward trajectory continues.
Swingin the ship back to Deuce... probably not a spot for him at UT unless we only get 1 of Kendall/JG/Oden.
All jmo.
Clausen is #2. Holloway never played on a competing team unless you want to count the Bluebonnet Bowl. Clausen consistently beat Bama and Florida on the road. He was highly underrated as a collegiate QB.
When both programs hit the skids (full credit for 2001 win over Spurrier though). Played horribly against the mean machine that was the Francione era for the Tide in 2002. Got spanked by Mark Richt his senior year in Neyland.
Martin 5-1 vs Bama, Florida, UGA- undefeated at Neyland.
Clausen 6-4 vs Bama, Florida, UGA (not including games he missed from injury)
Ainge had as good a record against those three as Clausen did.

I'd say Peyton Manning,Condredge Holloway,Heath Shuler,Dewey Warren and whoever wins out between Tony Robinson and Casey Clausen for top 5 (I lean Robinson)...some would convincingly argue Tee Martin to displace one of them but it would be decimal points...then you have Jeff Francis and other than Erik Ainge who else? Easily top 10 QB in TN history and that's praiseworthy...bonus that he's a Tennessee boy.
Think mine would be Peyton,Clausen, Shuler, Holloway, Robinson and Tee tied for 5. And just doing mine off guys I have actually watched play at UT. Casey was a warrior for us. And if not for the majority of his teammates not showing up for the LSU game after we beat UF then he would have played in a NC game that yr. To this day I will argue we had zero business losing that game. Hell we knocked Rohan out and it should have never been close after that. That was when my hate for Saban began. But that team was as good as we have had in my time. Had future NFL guys all over the field and still think that team was better overall than the '98 team that won it all. Especially on offense.
