Trump has always handled setbacks in the real estate industry through litigation. When he is losing money and can't meet his financial obligations, his modus operandi has always been to vex the creditor with law suits until they finally agree to settle the amount owed, just to get it over with and move on. He can't sue his way to victory in a presidential election and he is probably frustrated by it.
