1. How do you justify forcing Biden to withdraw from the race yet leaving him in office when he is obviously mentally impaired?
2. Who is running the Executive branch since it's clear Joe Biden is mentally incapable of preforming the job?

Show me evidence he was forced to withdraw because he is mentally incapable. Meanwhile, Trump is rambling on about Hannibal Lecter and whether or not it's preferable to die be electrocution or get eaten by a shark. You sound worried.

The debate was evidence of his mental incompetence, hell we have 4 years of examples of his mental deficiencies. You're right, I have no evidence that he was forced to drop out of the race but it was very curious timing. On a Friday he's swearing up and down that he's staying in and boom on Sunday he's out, that lends me to believe the rumors of him being threatened with the 25th if he didn't drop out. Even the most ardent of your brethren have admitted Biden's mental state has diminished greatly so it's folly on your part to question that.

So to my second question, who is in charge of the executive branch since it's obvious Joe isn't in charge.
