In 1984, the Ronald Reagan Re-election Campaign wanted to use "Born in the USA" as their theme song, in both commercials and at rallies.
(Even though, it didn't fit at all. The song was about everyday people overcoming hardships in America; rather than being an ode to American exceptionalism, as the Reagan Campaign wanted to portray it.)
They asked Bruce Springsteen for permission, and Springsteen said, "No." Therefore, the Reagan Campaign didn't use it.
That is how these things were normally handled, pre-Trump.
