its legit. I have done several jobs for the Forest Service. Their list of preferred vendors includes companies that no longer make the thing they are on the list for. they couldn't be removed from the list, and we still had to include them in the bid process. Heard it from the guy who runs the #8 Region (the entire south east).
getting on the list is just as difficult, and weird, as getting off of it. I know of a couple who were trying to get on the list, but never could just because of burearcy bs, even with the higher up approvals, and the correct paperwork.
heck even my company getting the A&E contracts we had was an ordeal, it took two years, and the only reason it happened was because we were literally the only ones who did the paperwork correctly. The old company who had it had three guys retire, we hired one as a consultant just to get through the paperwork. there was no one left at the other office to do the job. the rest of our competition literally couldn't do everything we could.
