yes, laws prevent some crime. many laws were created to stop crimes that were ongoing at the time from continuing. also, obsolete does not make sense in the way you are using it. it means something becoming useless because newer advances replace it.

Yes, it does stop people from doing it. It may not stop EVERYONE from doing it, but it stops a lot of people and that saves lives.
