There are already provisions in most states to allow the poor to get state ID cards at a discount/free. How did the poor/elderly get their ID's to begin with since a picture ID is required for almost every transaction in the US?
As I said in GA this 'free' provision is not exactly easy since it requires people to go somewhere to get it. Since they have no license they have to get someone else to take them. Unless states are willing to go to every house, nursing home, etc. to hand these out, not everyone will be able to 'abide by the law'.
I deal with transactions all the time without picture ID. I guess quite a few businesses are not up on the requirement?
